We don't know a helluva lot about the afterlife in the Jack universe. We =do= know Charlie came back, much like he was on Earth...a kind and helpful soul. (That =was= Charlie, right, Paul??:confused
My thought was, little Tara's death was so horrific, she was such an "ectoplasmic" bundle of anger, she would have returned for payback regardless of the Ally or the Otherness.
