What's weird is that this was the original ending (or threatened ending) of The Tomb. Kusum was going to release the boatfull of rakoshi on the city and Jack was going to prevent it. But as Jack developed through the story, I realized his attitude would be, "Well, good luck with that." He'd let the city fend for itself. As he developed, it became clear that though he wouldn't risk himself for a city that would jail him if they knew he existed, he would put everything on the line for one little girl.
