Paul Walker? Not for me, I can't argue your points but he seems to be such a stiff actor, no depth really and to play Jack well he would have to be able to channel some really nasty rage.
Yea, he would by no means be my first choice. There has already been mention of better choices here on the forum.
How about Edward norton as jack? He can look like different people and one tends to remember the part he plays as opposed to him as an actor.

Right now, Ryan Reynolds' films are underperforming at the box office (Green Lantern and now The Change-Up). To launch a proposed film series, studios are looking to cast an actor who can open a film (e.g. put butts in the seats, has an international following and is relatively inexpensive)
Donovan was great in the Eastwood-directed Changeling. Not once did I see Donovan as his Burn Notice character (this aspect will be a crucial if he were cast). Hall will have the same problem. Can he transition to the big screen leaving his TV persona behind? Its doubtful but depending on who the director is, he might work.
When Jack was first sold, my mom and I envisioned Viggo Mortensen but with Jack languishing in developmental hell, Viggo became too old which is a problem for most of the actors who have been mentioned over the years (Ed Norton, Matt Damon, Clive Owen, John Cusack among others)
Later I'd seen Johnny Messner in an Law and Order SVU episode and Anacondas and felt he would be perfect. He 's a working actor without the star baggage but again, he's long past Jack's age. And I wouldn't want a Henry Clavill to be approached since he's rebooting Superman nor Andrew -I-am-way-too-young- Garfield who's in the new Spidey reimagining (trust it will be the same ole origin story everyone knows. Effects will just be different).
Its not to say someone like Clavill couldn't do it, its just that its not determined rather he can open a film to big bucks. And would he want to create two franchise characters? Something a lot of actors would not want to do.
Perhaps Sam Worthington might be a good Jack. He could conceivably do two films before he would age out of the part.

It has been awhile since I've recommended an RJ and for some reason during season 3 of Breaking Bad it struck me that Aaron Paul might be a decent choice. I'm not sure how badass he can be but he's got all the other elements of RJ down; he's funny, normal looking and he can shift gears in a heartbeat.

Evans is slated for a couple of Capt America movies including the Avengers, so I think that eliminates him from consideration. Most actors would not want to create and sustain too separate franchises. Besides there would be some folks who would confuse his Captain persona with Jack!
It occurred to me that Matt Bomar from White Collar might be an effective Jack since his film work has been limited.
In casting Jack we have got to remember that the first film must perform really well before a second film could appear. Occasionally a sequel is greenlight before the first film is released but this is predicated on whether the property is well established. It used to be that a sequel rarely outperformed the initial film but lately that certainly hasn't been the case.
Witness the Harry Potter and the Fast and Furious films as recent examples. And I would not want a sequel just for a sequel's sake which happens a lot in Hollywood (Matrix 2 and 3, anyone?)
At the slow crawl Jack is moving thru the pipeline, any fellow that is cast has to be at least 30ish to enable him to do at least 2 films. Otherwise Jack would be like the Bond series- change actors every few films. Or like the Bourne dramas. Cast one actor for a couple of films then reboot it.
Renner has been mentioned a couple of times. Having only seen him in The Town- his overacting deterred me from appreciating what Affleck was trying to do.

Jack: Noah Wyle, I know he is 40ish, Like Nathan Fillion who i also like as jack, But in Falling Skies i saw Jack, in his charater. He was a father of three son and his wife was dead. He also had to be a BA fighter against aliens. A lot differnt from ER
