If not Marc, then I still think Alex Proyas is a good choice; he can combine the gritty elements from The Crow with the gloss of I, Robot to create an ideal playground for Jack to wreak mayhem in.

Other movies that have an uber-creepy, almost HPLovecraft-esque feel to them:

Event Horizon-Directed by Paul W.S. Wilson (still milking Resident Evil)
Descent - Directed by Neil Marshall (just finished Doomsday)

At first I thought: "Nah!", but the more I think about this one, the more it squirms in my brain.

Besson has worked quite a bit in recent years, just not in the English language. Unfortunately, his latest English language action flick, Hitman, didn't do so well.

But here's the thing...he knows how to do "outside the law" action flicks (Leon, Transporter, Revolver, etc.). He's also done horror (Haute Tension). And, the final plus in my book, he wrote the Fifth Element (not related in any way, I know, but it's just so darn cool!).

Plus, Milla Jovovich could play Gia! My first 2 choices would still be Charlize Theron or Kate Winslett, however (strangely enough, all 3 actresses are 33 this year...Mr. Reynolds is 32...[as I slap myself for shameless cross-posting]).

I can think of another Director that also likes to be true to the source material AND happens to like horror flicks.

In addition, like Forster, he has also worked with Kate Winslett, one of my faves to play Gia.

You may know him from an obscure movie he directed, named Lord of the Rings.

Now THAT would be a cool director to get. [sigh...continues to dream]

PPS-I think Rami is a hack who has as many flops as he has hits...he should stick to remaking Evil Dead for the 10th time or his endless, one-dimensional superhero/Hercules/Zena action pieces. I was rarely ever as happy as the day I heard that Peter Jackson liked Del Toro over Rami for the Hobbit.
