The song is "Last Chance to Evacuate Planet Earth Before It Is Recycled" by the band Porcupine Tree. The song, to my knowledge, is not available for download. It's off their album Lightbulb Sun.

I tried to listen to it, but couldn't make anything out other than a softly spoken sentence....
