THAT'S IT! I had no idea why you were putting a song out for me, but as soon as it started I remembered and realized this be it! Thank you. I only heard it once before a few months back and LOVED it.

They passed an old woman who was just opening the door of a brown Cadillac. An old man was already sitting in the passenger seat. The car had a personalized plate with the letters “J-U-S-P-R-A-Y”.
“That stuff work?” Israel said to her.
“‘Scuse me?” the little old woman said, clutching her keys.
“The spray. Does it keep them away?”
“Keep who away?” She looked confused.
“I gotcha.” Israel gave her a conspiratorial wink.

I just knew I knew the song you were describing but I had no idea who had sang it or the title. Left my radio in my truck on an oldies station forever before I heard again. Of course they didn't say the name or the band, but I heard enough of the lyrics to make a better internet search, and voilà!

I'm funny like that.
