OMFG! WTF is that? In the years I spent hangin out in the jersey pines at night growing up I saw some weird shit ( a couple times something that had to be the jersey devil. Not shittin you.). Hell, I even saw the lights mentioned in Conspiracies, but NEVER anything like that!

Plum Island or as we in CT call it, Goat Island. Now the "thing" makes sesne, washing up on the shores of NY. Another testing facility nightmare huh? There are all sorts of stories going back years and years of similar "animals" and what not. Buch of bunk to scare the kiddies....meh.

I suspect that's a photoshop artifact. Anomalous creatures aren't obliging enough to let you get an unambiguous photo. (See the Patterson Bigfoot film, for example.)
