Oh, sorry. He's not of my generation. It took a little sleuthing, but I understand now.

I suspect however, that it's a kind of reference to those politicians and bureaucrats looking over everybody's shoulders, watching everyone's actions, and figuratively having very long necks to do it with . . . giraffe's.
