I asked FPW about that once, and he answered that he didn't remember exactly what he meant by it (in LIPIDLEGGIN, he refers to politicians and bureaucrats as Giraffes.) I suspect however, that it's a kind of reference to those politicians and bureaucrats looking over everybody's shoulders, watching everyone's actions, and figuratively having very long necks to do it with . . . giraffe's.
