In a nutshell he is an alien. Galactus (a giant planet eating alien) arrives on his planet threatening to destroy it. Norrin Radd offers his own life in exchange for his planet. Galactus agrees & turns him into the silver surfer. A very powerful cosmic being who roams the cosmos looking for planets for Galactus to lunch on
Eventually he rebels against Galactus to help save the earth, initially fighting against the FF ultimately he teams up with them to help repel Galactus

That's all I can say right now, and I never saw the first one. I am too big a fan of the FF4 to have spent time wasting it on the first one. But this one? Don't know, but the trailer is up there with Miller's "300."

If Big G doesn't show up until the end of the movie, I guess there's not much hope for seeing the Watcher this time around.
