The "Heir" thing isn't a family legacy like a kingdom. If it was, Jack's dad would have been the Heir before Jack - and he wasn't. So Emma would not necessarily become the next Heir just because Jack was her father.
Jack can still be with Gia and Vicky. As long as he loves them the way he does, whether they are together or not, they can be used as a threat by Jack's enemies. Might as well be together in that case, right?
Concerning Jack as slave of the Ally, I quote Keith the Elder who said it best earlier in this thread:

It's a stalemate imho. As long as he has a reason to live (G & V) Jack can't sit back and let things fall apart if there's anything he can do to prevent it - that's just the way Jack is. The Ally knows that as well (which is why Jack is the Heir). Stalemate.
