...at least as of this writing.
The Repairman Jack story has been hanging in the Amazon Shorts top five since launch. Finally hit #1 last night.
The list is updated hourly, and I don't know how long it will stay there (by the time you check it out it may have slipped), but this is the first time I've seen it in the top spot.

Apparently Terry's review is not having much effect, which is good. Any way to strike while the iron is hot-get another story into cyberspace?

I don't think they want more than one per author. The ultimate aim is not to sell downloads but to stimulate sales of the writer's books. (One of the qualifications for Amazon Shorts is that the author have books in Amazon's inventory.)
