Scar Lips condition wasn't mentioned that I recall, but it was definitely not washed up on an island, according to the book.
It was mentioned that the Rakoshi were very good swimmers. And how Scar Lip was actually captured is anyone's guess. Maybe it was scooped up in an iron cage.

Page 296 of the paper back: Oz talking... "Came the dawn I was on the water with some of my people. We found ourselves vying with groups of souvenir hunters looking for wreckage from a ship that had exploded and burned the night before. I assumed the creature was dead, but when I found it was alive, I had it brought ashore. It looked rather vicious so I had it put in an old tiger cage.
