I looked it up, and "V" was written between starting in 1982, and completed in 1989, while An Enemy of the State was published in 1984.

So it's more a case of, "great minds follow similar channels."

Read Enemy of the State upon original publication and find it to be one of the best books F Paul has ever written.

(Wheels within Wheels- isn't bad either!)
